Elicia John's op-ed on police reform published in The Hill

With smartphone data, Elicia John and her research colleagues "analyzed police patrols across 21 of the largest U.S. cities" and found that police more often patrolled areas with larger minority populations, especially those with Black residents. John writes about these findings and her recommendation that police reform should start at the neighborhood level.
